This incident is taken from the story in 1 Kings 21, where the prophet Elijah denounces Ahab for the judicial murder of Naboth:

Thus says the Lord: 'Have you killed, and also taken possession?' You shall say to him 'Thus says the Lord: in the place where dogs licked up the blood of Naboth, dogs will also lick up your blood.'

Jezebel, who ordered the murder, looks on - the artist has taken licence here, since the Bible does not place Jezebel at the scene of the denunciation.

But he has captured the unflinching anger of the desert man, and contrasted his asceticism with the pampered royal couple.
